WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks. The Country Office contributes to providing technical support in developing national policies, strategies and activities in the area of health systems strengthening including, (i) advocating for Universal Health Coverage and building up national capacity in UHC-related matters; (ii) facilitating the adoption of evidence-based public health interventions as well as appropriate reforms/changes with a view to promote equity and accelerate the movement towards universal health coverage. Through policy and technical support at National and State level, the activities of the WHO Country office more specifically aim at helping the Government of India (GOI) to:
Underlying values and core functions of WHO
WHO’s mandate revolves around six (6) leadership priorities specifying (i} advancing universal health coverage; (ii) health related sustainable development goals; (iii) addressing the challenge of noncommunicable diseases and mental health, violence and injuries and disabilities; (iv) implementing the provisions of the International Health Regulations (2005); (v) increasing access to quality, safe, efficacious and affordable medical products; (vi) addressing the social, economic and environmental determinants of health. The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India’s population of 1.4 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People’s Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste) share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.
Mission of the WHO Country Office for India
The mission of WHO India is to improve quality of life of the 1.4 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.
DESCRIPTION OF DUTIES
Under the overall guidance of Deputy Head of WHO Country Office (D-WR), and direct supervision of Team Leader (NPSP), with a view to achieve the expected results set out in the relevant WCO-India work plans in accordance with the WHO’s Country Cooperation Strategy with India, and the Polio Eradication & End Game Strategic Plan, the incumbent will have the following responsibilities in her/his assigned area of work:
1. Management of WHO NPSP training activities, including:
2. Organize induction, refresher and management trainings for capacity building of Surveillance Medical Officers and other WHO NPSP staff.
3. Management of WHO-India, Field Epidemiology of Training Programme (FETP):
4. Under the UN Sustainable Development Goals (SDG) Health Agenda, provide guidance, training and recommendations for alignment of WHO NPSP field activities including coordination with state level WHO SDG focal points.
5. Development of e-learning platforms for training.
6. Coordinate with communications and IT team for maintaining the immunization related sections of the WHO India website.
7. Liaise with other institutions/departments for training development for bilateral capacity building as per identified needs.
8. Assist with organization and conduct of and National/Regional Review meetings.
9. Monitor use of resources to ensure efficiency and adherence to budgetary guidelines.
10. Develop and publish communication material for advocacy and orientation of stakeholders in line with the CCS and transition from polio to public health and in liaison with the Communications team at the WCO India.
11. Keep the technical team at WHO India fully informed of major developments.
12. Perform other duties of the related areas as assigned by the Supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in Medicine (MCI/State Medical Council registration essential).
Desirable: Post Graduate degree or an advanced university degree or training in Public Health / Pediatrics/ Epidemiology / Public Health Administration of Health Services or Control of Communicable Diseases.
Experience
Essential: At least five (5) years of work experience in the field of training related to immunization and VPDs with experience of technical document development.
Desirable: Experience of work in UN and/or other international organizations at State/National level.

REMUNERATION
Remuneration comprises an annual base salary starting at INR 3,663,614 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
