2. ORGANISATIONAL AND PROJECT BACKGROUND:
The Transform Trust and its partner People For Action, are impact-focused organisations with the mission to improve learning outcomes of secondary school students in multiple states of India, via a collaborative initiative called “Transform Schools.” (Please visit www.transformschools.in, for details)

To deepen the impact and scale of this initiative, Transform Trust is now embarking on an exciting journey and setting up a successful payment for outcomes and services social enterprise. The first and large-scale, management and technical support consulting effort of this new social enterprise is Dhokho Shikshak, a three-year (extendable) initiative to support the Government of Tripura’s TRESP programme, backed by the World Bank.
The Trust aims to grow this arm of its work as an effective scale pathway to impact learning and life outcomes in India. It is seeking to recruit a talented and proven impact consulting leader to build this vertical, deliver its first service contract, impact learning outcomes via an effective teacher professional development programme in the state of Tripura, and grow this effort, both in Tripura and beyond.
By 2030, the Transform Trust and People For Action, aim to impact 20M children, reaching and supporting 25% of children in elementary and secondary government schools across India.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Director Programmes, Transform Schools, the Director – Programme, Strategy and Impact (DPSI), Tripura, shall be responsible for the overall delivery of the partnership. S/he shall provide strategic and tactical oversight to set and deliver the programme goals, plans and budget of the programme. The post-holder shall work in close collaboration with governmental agencies and nodal point persons, including the CEO TRESP, SPD SSA and other key stakeholders.
The DPSI shall supervise and guide the different Programme Managers for the initiative, ensuring programme delivery in coherence with set budgets and programmatic milestones. S/he shall directly manage multiple reportees including: Programme Managers (3), Lead Implementation Coordinator (1), and Programme Support Manager (1).
The role includes training and supporting the state programme teams to deliver high-quality programming. S/he will also be responsible for establishing SOPs for ensuring the provision of effective advisory, consulting and technical support, including programme delivery, implementation and operations.
An intrapreneur, the DPSI shall support the development of the organisation and ensure it is responsive to this emerging, important scale and impact pathway. S/he shall work towards ensuring that the approach, systems and tools built ground up, are state-of-the-art, technology-driven and actively help increase the impact footprint of the organization, in line with its depth and scale targets.
The DPSI, Tripura, shall internally collaborate withtheManaging Trustee – Transform Trust, COO Transform Schools, Associate Director – Research, Impact and Quality, DD – Programme Design and Quality and Deputy Director Finance and Operations. Externally, s/he will collaborate with TRESP CEO, NCERT, SCERTs, National, State(s) & District counterparts (Government & Non- Government), Knowledge Partners, Consultants, Grantees and Donors, National/ Global Education funders and other evidence/ impact-based research groups.
4. KEY DELIVERABLE/ JOB RESPONSIBILITIES:
(1) Strategic Partnership Management with State:
(a) Develop a cadence to review, deepen and manage state partnerships, as well as strengthen relationships with nodal persons in the state and partner organisations.
(b) Communicate developments and their implications clearly and on a timely basis, to state counterparts and ensure that these are responded to effectively.
(c) Based on deliverables, ensure that the above are closed and incorporated within the state plans, leading to the release of payment.
(d) Provide strategic guidance in developing astute needs assessment and technical support plans with the state for timely delivery.
(2) Intrapreneurial Approach:
(a) Lead with an intrapreneurial approach to build deeper and wider systems and processes to grow Transform Schools into a large-scale programme at the state.
(b) Ensure that the programme is replicable and expandable to multiple states and locations.
(3) Strategic Management Oversight:
(Provide management oversight to the project and team to ensure that all needs identified to be in the initiatve’s remit are properly addressed)
(a) Lead planning, implementation and tracking of programmes in the State. Ensure precise planning and management of the delivery of high-quality interventions for improvements in schools, teacher performance standards and student learning outcomes.
(b) Ensure that the Programme Implementation Plan (PIP), outputs and budget for the State, are developed and finalised, reviewed monthly along with relevant stakeholders and course corrections agreed.
(c) Ensure that programme management reviews are conducted regularly and both inform and improve support to the programme. Participate in monthly review meetings with the Managing Trustee and Director Programmes (D-P), progressed by monthly planning and fortnightly review meetings with Programme Managers and all staff.
(4) Effective Supervision and Training of State-level Teams;
(a) Ensure a detailed capacity-building calendar is developed based on project requirements for quality implementation.
(b) A six-monthly focus on the project to set challenging goals and develop systems to ensure that the team collaborates and works with high productivity.
(c) Ensure monthly plans are developed in line with annual and bi-annual plans and approved before the start of each month.
(d) Ensure KRAs of all direct supervisees are developed, approved and actively used to manage performance.
(5) Programme Monitoring, Reporting and Financial Management:
(a) Lead Programme Monitoring for all State programmes and support capacity development of the state teams to ensure quality implementation and monitoring.
(b) Along with the QA team, agree the programme monitoring and outcome framework with the State Government, to assess the quality of implementation and programme impact.
(c) Develop and share high-quality, quarterly impact and progress reports with the D-P, Board, donors and government.
(d) Undertake monthly, quarterly and annual reviews of programme implementation.
(e) Develop high-quality quarterly and annual project and financial reports, including updates on projects and proposals, project evaluations, case studies and other key developments for the organisation.
(f) Lead budget analysis, and draft budgetary requirements as per the set programmatic goals for effective and quality implementation.
(g) Plan, track and report on budget utilisation to D-P as per monthly and quarterly milestones; Review planned activities and actual expenditures.
(6) Support Business Development and Lead Programme Partnerships;
(a) Identify and support response to partnership and funding opportunities in line with organisational strategy.
(b) Use programme lessons, data and impact analysis to feed into proposal development. Develop a technically viable theory of change, and appropriate impact framework for proposals, activity plans and budgets.
(c) Scope new States and other segments and develop a unique value proposition for T3 as an intrapreneur to develop and offer programmes, consulting, capacity building, ed tech, and products and services.
(d) Lead the development and timely submission of at least two proposals every quarter, with two of them obtaining funding during the year.
(7) External Representation and Thought Leadership;
(a) Build collaborative relationships, and garner financial and programmatic support in the State in line with the government departments, funders and CSOs/ CBOs.
(b) Leverage available compelling evidence and insights to provide thought leadership and develop Technical Notes.
(c) Establish and maintain appropriate working relationships to represent the organisation, key issues and its experience and position to National and State government, funding agencies, partners, and local and international donors.
(d) Keep abreast of developments across the sector by liaising with leadership and technical staff in government, charities and donors.
5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Ph.D. in management studies, or social sciences, or related discipline in education;
(2) 10 years of overall experience in managing and providing technical support to programmes and grants in middle, secondary and/or higher education. Minimum of five years of experience in managing large-scale teacher professional development programmes/ interventions;
(3) An intrapreneur who is self-motivated, proactive, and action-oriented, to take the initiative to scale, developing a powerful service that can impact learning and life outcomes via the payment for outcome route in multiple States of India;
(4) Experience in leading at least three large-scale state-level education reform projects;
(5) Strong management and leadership qualities, including the ability to innovate;
(6) Excellent organisational and planning skills, ability to work in a fast-paced work environment and meet deadlines consistently;
(7) Experience in developing education resources/ research papers including implementation, training, teaching and learning resources;
(8) Demonstrated ability to successfully work with a range of stakeholders, including government agencies, community leaders, donors and NGOs on issued-based advocacy initiatives.

6. COMPENSATION OFFERED:
The consolidated remuneration for the position ranges between Rs. 25 to 30 lacs per annum. Offers shall be commensurate with the experience and salary history of the candidate.
7. DURATION OF CONTRACT:
The contract for the DPSI position shall be for three years, including a three-month probationary period. Following the successful completion of the probationary period, the contract will continue for the remaining period of three years, subject to satisfactory performance evaluations and mutual agreement between the employee and Transform Schools.
