AVIATION SECURITY (AvSec) Instructor

JOB PROFILE

1. Persons applying for AvSec Instructor should possess the necessary certification, knowledge and experience. At a minimum, this should include:

(a) Current Certified Instructor course by BCAS / International organization recognized by the Appropriate Authority;

(b) Extensive knowledge and experience of minimum five years in aviation security operations; and

(c) Knowledge in one or more of the following areas:

1. International, regional and national aviation security regulations;

2. Security systems and access control;

3. Ground and in-flight security;

4. Pre-boarding screening;

5. Baggage and cargo security;

6. Aircraft security and searches;

7. Restricted articles and prohibited items;

8. Emergency procedures;

9. An overview of terrorism; and

10. Other areas and measures to enhance security awareness.

2. Qualification Requirements: Instructors responsible for development and conduct of AVSEC training programme shall have the qualifications and experience in the field as under:-

(a) Graduate from a recognized university.

(b) Aviation security instructors skill capable of conducting Aviation Security courses based on Standardized Training Packages i.e. material as well as instructor based.

(c) applicant must be Subject Matter Expert (SME) covering all the aspects and parameters of Aviation Security.

(d) Instructors shall be required to have aviation security experience appropriate for the job criteria. At least five years of experience in an airline, airport, government or civil aviation organization with supervisory and instructional experience in air and ground security matters.

(e) Knowledge of ICAO Standards and Recommended Practices (SARPs) relevant to the Aviation Security specially; i.e., ICAO Annex 17 to the Convention on ICAO (Chicago Convention), ICAO Security Manual for the Safeguarding of Civil Aviation from Acts of Unlawful Interference (Doc 8973).

(f) Familiarity with BCAS and ICAO AVSEC Training Programme and ICAO Annexes related to Aviation safety and security operations including Annex 17 and 18.

(g) Knowledge of the principles of operation and use of security devices and equipment including surveillance, detection and intrusion alarm systems in relation to purely domestic, mixed and international regulations.

(h) A good command of oral and written English, Hindi is essential.

4. DUTIES

a) Perform duties as Head of Aviation Security Training Institute of Bird Academy, New Delhi, as per National Civil aviation Security Training programme.

b) Correct training programme deficiencies as revealed by the Appropriate Authority.

c) Advise on planning and assignment of responsibilities, establishment of Aviation Security training and the organization required to develop or improve an Aviation Security Training Programme.

d) Review security measures taken aboard aircraft in flight and anti-hijacking procedures, security devices and systems used, information and intelligence collection and dissemination procedures.

e) Produce planning documentation in a format for subsequent inclusion in the CASTP.

f) Propose any AVSEC-related organization and manpower development plans for inclusion in the AvSec training programme, including cost estimates.

g) Organize, prepare and present training courses.

h) Adhere to the schedule of the STP / ASTP, and ensure that all training material is properly presented;

i) The conduct of AVSEC training by applying the general principles of learning and instruction;

j) Prepares a course outline and schedule;

k) Prepares daily lesson plans, lecture notes, practice exercises and handouts

l) Manage learning resources

m) The correct presentation of training courses

n) The identification, selection and preparation of appropriate teaching aids

o) The development or modification of training objectives and tests to meet the NCASTP requirements

p) The identification and use of various instructional methods as appropriate.

q) Provide individual tutoring for trainees having problems;

r) Make objective measurements of each trainees progress;

s) Gathers reference sources and develops audio-visual aids;

t) Perform other related duties as may be required.

5. Selection and background checks

Applicant shall undergo background checks and recurrent checks as deemed necessary. Background checks shall include searches for any involvement with groups suspected of terrorist activities or sympathies, as well as verification of applicants identities and previous experience, including any criminal history. Recurrent background checks shall take place any time as per policy.
